For the purpose of deeply implementing the 13th Five-Year Plan and the related requirements for boosting the industrialization of the unmanned aerial vehicle (UAV) and general aviation in “China Manufacturing 2025” and accelerating the development of strategic newly-emerging industries, the project has been formulated with the combination of city’s reality.
I. General Idea
Based on “China Manufacturing 2025”, “Action Plan of Liaoning Province for China Manufacturing 2025” and “the 13th Five-Year Developing Plan for Panjin Industry”, the guidelines include the development aims of focusing on the marine business, comprehensive transformation and strengthening the municipality through ports. Besides, the guidelines also require us seizing the major strategic opportunities of the new round of revitalization of the Northeast China and the policy chances of national preferences for developing the intelligent manufacturing and low-altitude opening and promoting the civil-military integration by taking advantage of geographical location, transportation, human resources and economy. With the focal point of increasing the quality and benefits of the development of industry and economy and the driving force of self-innovation and management reform, consistent with the demands of “making the full use of advantages, gathering the high-ends, importing while cultivating and propelling through innovation”, the principal guideline is to develop the unmanned aerial vehicle and its supporting industriesso as to constitute a new pattern of our city’s industries.
(Ⅱ). Basic Principles
The actions should be consistent with the ideas of government’s guidance and market operation. By fully taking advantage of government’s role of directing and supporting, we should unify the plans, integrate and efficiently utilize all sorts of resources and establish the platforms for innovation and development together so that the rapid growth of the whole industry can be promoted in a healthy way. The consistency with the industry-university-research (IUR) cooperation comprise of reforming mechanisms, building the interactive platform between universities and enterprises, clearing the effective communicative channels, establishing the system of technological innovation whose main body is the enterprise featuring with IUR. In this way, we could promote the development of the unmanned aerial vehicle industry through the research achievements. It’s also critical to push forward the civil-military integration and the active collaboration with military enterprises. Last but not least, it is of great importance to make relative matchings, develop in diversity, determine the aim based on the industrial zone, promote the aggregation of the related enterprises, expand the range of supporting industries, forcefully enhance the abundance and profit of the industry and raise the international competitiveness.
(Ⅲ). The Aims of Development
By 2020, we will have managed to gather a group of state-level enterprises and related R&D institutions for the unmanned aerial vehicle, achieve the revenue of one billion RMB, including the tax revenue of 100 million RMB, establish the largest industry chain of UAV’s R&D, production, supply of raw materials and operation in the Northeast area and the prominent UAV production base nationwide, navigate the development direction of UAV industry in the Northeast, build a “Kingdom” with no restrictions for the development of UAV industry. In this context, the regional economic development of Panjin shall be promoted rapidly.
(Ⅳ). The Industrial Orientation
1. Core Industry: This mainly includes the R&D and manufacturing of the UAVs of toy-level, high consuming level, industry-level and military level, as well as the R&D of the flight control system apps. In addition, it also refers to the downstream industries of UAV’s application as diverse as the agricultural work, power line inspection, aerial photo and survey, prospection, pipeline inspection, communication facilities inspection, logistics and environmental monitoring.
2. Supporting Industries: This mainly includes the R&D and production of every sub-part of UAV’s system; the R&D and production of the related avionics device, mobile system, mission loading; the production and processing of all sorts of spare parts necessary; the supporting enterprises for the experiments of UAVs’ vital components.
3. Other Industries: This mainly contains the publicity-based enterprises responsible for holding the exhibition contest of UAV products, the training-based enterprises for production technicians and UAV pilots, the companies responsible for the after-service and maintenance and the service-based enterprises focusing on UAV’s intellectual property, sports activity, entertainment and finance.
II. Major Tasks
(Ⅰ). The Improvement of Industrial Zone’s Construction
The industrial zone for the UAV consists of two periods’construction, covering the total area of 717 mu. The period I is Xinhuilong industrial zone. So far, the standard plants with the coverage of 150,000 kilometers in Zone A and Zone B and the staff apartments with the area of 20,000 kilometers in Zone F have been built. The industrial zone is designed to have 4 functional parts: the general assembly zone, supporting function zone, R&D business zone and inhabitant zone. The period II contains the reserved land with the area of 255 mu, situated in the north of Xinhuilong industrial zone. Meanwhile, the public trial flight area has been planned to establish. The supporting facilities such as water, power and gas in Xinhuilong zone need to be improved further in order to provide potential space for enterprises’ development.
(Ⅱ). The Forceful Promotion of UAV’s High-end Entertainment Consumption Industry
With the advantage of abundant tourist resources and high-tech electronic information enterprises like Dawning Information Co., it is necessary to develop the UAV industries which are suitable for common consumers such as entertainment and aerial photography. It is also critical to put emphases on the development of aviation control system and field control system, the platform for professional aviation photography, the cloud system for top-class business, the transmission system for HD long distance digital images, professional wireless remote control and imaging terminus and the smartest model flight products.
(Ⅲ). The Enlargement of the Plant Protection UAV Industry
The arable land area of our city is as large as 130,000 hectare, including 100,000 hectare of rice field. With two plant protection UAV companies, it is possible to enlarge both the power-driven and the fuel-driven plant protection UAV industries. Putting the emphasis on the development of plant protection UAV with fixed wing, single rotor and multi-rotors. Importing the core components of plant protection UAV with independent intellectual property rights, including power system, GPS aviation control system and spraying parts. The improvement of pilot training for plant protection UAV, plant protection service and after service should also be considered.
(Ⅳ). The Development of Multi-functional UAV Industry
With the aim of constructing the most plentiful functions of UAV industrial zone in the Northeast and the combination of the reality in Panjin, on the basis of greatly developing the consumption-level and plant protection UAV industries, it is necessary to make efforts in the development of multi-functional UAV industry. Developing the UAVs in the field of environmental monitoring so that they can be employed in the monitoring of soil erosion and vegetation changes, the evaluation of habitats and air pollution, the analysis of ecological changes in marine and coastal areas and city planning. Developing the UAVs in the field of emergency aid so that they can be employed to serve as air repeater for communication and provide first-aid services when the original communication system within certain ranges has been devastated by the natural disasters like earthquake, typhoon, mud avalanche and tsunami. Developing the UAVs in the field of remote sensing system so that they can be employed to automatically and intelligently acquire space remote sensing information such as geology and environment with the advanced technologies of smart control, pinpointing and communication in order to monitor the meteorology and natural disasters, exploit resources and measurement. Developing the UAVs in the field of power and petroleum pipeline inspection.
(Ⅴ). The Fostering of Industrial UAV Industry
Since the driving force of industrial UAVs to other supporting industries is extremely powerful, the fostering of industrial UAV industry will tremendously increase the number of enterprises and the production value in industry zone. It will also strongly propel the Panjin UAV industry zone into the largest domestic UAV industry zone, forming a new economic growth point and thus boosting the rapid development of Panjin’s economy and society. Besides, the industrial UAV has the advantage of turning into the military UAV. Therefore, with the proper planning, it is possible to establish some groups of military UAV enterprises in Panjin.
(Ⅵ). The Centralization of UAV Supporting Industries
On the basis of continuously importing the UAV R&D and production enterprises, we should put great efforts on the development of the supporting industries and lead the companies to take part in the construction of UAV supporting industries so that the integral supporting industry chain for UAVs can be initially achieved. Specifically speaking, we should put the focus on the development of the UAV electronic engine and fuel engine, aviation control system circuit board, sensors for vibration, distance and posture; the R&D and production of the related avionics, mobile system, mission loading, radar, measurement equipment and agricultural broadcast sowing devices; the production and processing of all sorts of spare parts necessary, such as the propeller with composite materials, vehicle framework and all kinds of fuel tanks.
(Ⅶ). The Importing of UAV Research Institutions
UAV is a highly complicated system which combines the aviation platform, aviation control and navigation, information transmission, mission loading, ground transportation and safeguards integrally. We should encourage enterprises to establish the technology center for UAV aviation control system. In addition, we should emphasize on the researches in the key technologies such as integrated digital aviation control system, engine control system, high precision posture control system, PAN/ TILT control, information sharing control system, data link communication and navigation system. We should also reinforce the R&D of technologies such as the UAV general ground control platform, interactive system, intelligent image system, image transmission, aerodynamic design, power equipment and loading system. Lastly, we should highlight the development of UAV R&D cooperation project of Changyuan power technology company supported by China Petroleum Safety and Environmental Protection Technology Research Institute Liaoning branch Panjin Center and Tsinghua University.
(Ⅷ). The Promotion of Civil-military Integration
The promotion of civil-military intelligent integration requires us fully taking advantage of local economic and social development and the strength in technology and innovation the army has, expanding the range of civil-military integration, amplifying UAV industrial power and extending the UAV industry chain by widely increasing the communication of talents, experience and college-level. The promotion of civil-military technological integration requires us transforming the UAV industry into more intelligent level by relying on the technological advantages in military enterprises so as to spur the fast growth of the newly-emerging industries such as software and new materials. The promotion of civil-military integration of equipment manufacturing requires us proactively promoting the connection between UAV industry and military enterprises, accelerating the quality upgrade of manufacturing and material industries through the production of UAV and its supporting devices. The promotion of civil-military service integration requires us promoting the product function of UAV enterprises with the help of local policies and technological advantages in army, resulting in the expansion of positive role played by the UAV industry in the agricultural industrialization and the construction of modernization and urbanization.
(Ⅰ). Formulation of the Supporting Policies
It’s necessary to set up a venture capital fund Panjin’s smart manufacturing and prioritize the supports for the development of the UAV. While striving for the policy support at state-level and province-level, we should formulate specific supporting policies in the area of developing space for enterprises, tax reduction and regional markets to support the development of the UAV companies. Besides, we should formulate the preferential policies inclined to the UAV industry such as the cost reduction of renovation, subsidy for technological reform and attraction for talents. The building of trial flight base for UAVs and the supply of professional service such as aviation test and aerial sports competition should also be taken into consideration.
(Ⅱ). Establishment of the Platform for Technology and Innovation Service
This task includes the promotion of the technological innovation of UAV industry, the establishment of technological innovation system with industry-university-research cooperation and the enhancement of integral upgrade of UAV industry. It is necessary to support the industry-university-research cooperation with UAV enterprises, spare efforts together to overcome the key barrier of the UAV and promote the transformation of advanced technology achievements into reality. It is critical to encourage UAV enterprises to found engineering research centers and import professional technologies and talents to increase independent innovation ability for the UAV. Huge efforts of inviting the high and new technology companies concerning the UAV industry in Beijing, Tianjing and Hebei Province into Panjin can facilitate to raise the centralization degree of local UAV industry. We should actively establish the research institute for the UAV industry to promote the independent research ability within Panjin. Lastly, we should form the strategic alliance of technological innovation in the UAV industry, gather the R&D companies related to the production of UAVs, set up new innovation projects and hold academic seminars in coalition with universities and research institutes.
(Ⅲ). Establishment of the Platform for Financial Service
This task includes the reinforcement of platform construction for joint cooperation between banks and enterprises, the promotion of projects, the work of leading financial institutions to increase credit investments into the competitive projects and major enterprises of the UAV industry. By taking advantage of the guarantee loaning service signed by municipal government and the construction bank, we could provide more preferential vouching policy support to the UAV enterprises. Besides, we should explore more approaches such as intellectual property rights mortgage, government vouch and raising credits to help enterprises to get loans and finance. By taking advantage of the existing two venture capital funds in Panjin, we should direct these investments into the UAV industry and help those enterprises win the supports from provincial industry, venture capital fund and investment funds prominent domestically and abroad. Lastly, we should support the zone construction and the development of the UAV enterprises by exploring the methods such as the “Innovation and entrepreneurial hatching” bond and the project income bond.
(Ⅳ). Establishment of the Platform for Talents Service
We should always regard the goal of cultivating adaptable and applicable talents as the core of industrial development, expand the education scale of applicable, integrated and skillful talents, actively absorb innovative talents, scarce specialists in key areas and overseas R&D team. For those imported talents who meet the requirements of the related policies (No.48 and No.127), we should provide them with relevant subsidies. Lastly, in order to meet the needs of development of the UAV industry and strengthen the vocational education and technique training, we should establish a multi-level talents cultivating system in collaboration with Dalian University of Technology Panjin Campus, Panjin Vocational and Technical College and North China University of Technology.
(Ⅴ). Promotion of Attraction Degree for Investment and Intelligence
This task demands us fully playing the role of bidding groups and liaison groups and increasing the attraction degree for investments and talents in terms of the leading enterprises in the UAV industry. We could extent the coverage area by absorbing advanced technology, promising projects, effective management, first-class talents. Lastly, we should set up a professional bidding group concerning UAV within Panjin, recruit the best bidding personnel to attract the model enterprises concerning UAV nationwide and high-end technology delegate and form the expert committee of the UAV industry to provide consultancy and technical support for industrial development.
